Conjuration spells have incorrected spell level.

Description
Bound Boots spell level should be Novice, but in this game, it requires skill level 50 which is Journeyman level. Here is proof of picture. Anyway, there is no way I can level up Conjuration unless I speak with trainer to level it up. I know I used to level it up without trainer in Morrowind or Oblivion version before.
I don't need a picture; I need a mod that will fix it.
Spell requirements have been modified at various points by at least five people I can think of.
Everybody seems to have their own ideas of what should be at what level.
Nevermind this. Disregard this report. I had gone to Cyrodiil and found novice Conjuration spells in Charrol, so it seem if anyone wants to learn them, best way is to go to Cyrodiil since mage guilds in Morrowind don't seem to have Novice spells for Conjuration except maybe undead target, but I don't use it. Never did.
