No land masses? Please help.

For whatever reason, when I went to Morrowind, there were no landmasses other than floating buildings and some bridges, the NPCs were all running around in their underwear, and it was ocean as far as the eye could see. Suggestions?

FIRST> Oblivion.esm
SECOND> Morrowind_ob.esm
