Syl's silent voices question

So first off I'd like to thank everyone who has worked to make this awesome project a reality. I'm having a ton of fun. The one problem is that the dialogue moves way too fast, and so I found that you could use Syl's Silent Voices mod to fix this. The mod is just a whole bunch of mp3s. I'm new to modding and have no idea where to put those to get them to work.
