npc talking options not showing up?

i talk to an npc and then it just doesnt show any dialog options, sometimes it will have give a beggar a coin, but that is it. any help? thanks

Did you go through the Census

Did you go through the Census office and talk to Sellus Gravius? Most non-essential NPCs have a "Taunt" option, if nothing else, and talking to that guard and giving him your papers adds that, as well as rumors, advice, and secrets.
