Frald the White is Missing

Frald the White, an NPC necessary for the Imperial Legion quest line, is missing from the Hawkmoth Legion Garrison in Ebonheart. I've looked everywhere in Ebonheart but there is no sign of him. Could I possibly add him using the console command "Player.PlaceAtMe BaseID #"? I wasn't sure this would work well since he needs to give me quests, advancements, and items and simply placing the character may not give him the correct reference number.
I am using only the three necessary mods to run Morroblivion: Vvardenfell Imports, Morroblivion Version 031, World Transport.
What is Frald the White's BaseID so I can test to see if simply adding him works?
Keep looking. Others have seen two of him (but I deleted the twin in v032).
Henshu has added Radiant AI to NPC's in Ebonheart, so NPC's move around like Oblivion, not stand still like Morrowind.
Frald eats and sleeps and has dinner.
I found him once sleeping in a prison cell
Frald should be in the Hawkmoth Garrison, either eating or sleeping, from 8AM-8PM every day. Otherwise he should be near his editor location, the same location he occupied in the original game.
(Also: Hilarious that you found him sleeping in a prison cell once. I should probably do something to prevent that...)
Hehe yeah and the prisoner was just standing there looking at him (and probably thinking: thats my bed...)
