In the above quest, the Imperial Guards will arrest me when I pick up the scrolls that Galbedir stole.

it is also possible to steal items in the guarded areas. To accomplish this, pick an item — the Limeware platter on the shelf next to Socucius Ergalla is recommended — and immediately drop it on the floor. The guard will rush over, reprimand you, but will not issue you a bounty. After saying goodbye, simply pick the item back up. You can do this with multiple items at a time by entering the menu screen.
In Morroblivion, they will issue you a bounty!

Also, the backdoor to Arrille's Tradehouse is not locked, giving access to his entire inventory.

some said "Thermador is working on cell ownership so the player can't just take anything they want without anybody caring." So as this is related, I will assign this bug to him...
The game is Oblivion, not Morrowind.
Things behave differently, like the way guards behave. That is just Oblivion, and guards are NEVER going to behave the way they did in Morrowind.
I will deal with the scrolls later today or tomorrow for the next version.
Locked doors/chest is on my help requested page. This one is not just a simple "bug," but is the way the converter dealt with trapped items coming over from Morrowind.
