Alvela Saram gave a key to the entrance to the Minstry of Truth..

Npc Alvela Saram DID NOT turn up on the platform at the Minstry of Truth..

reloaded early save Same thing She didnt turn up went from there to Vivec for 3 in game days still didnt turn up.

Used place npc at me Quest completed right through to The Path of the Incarnate fbmqMQ10 Complete right through..
