No Daedric Sanctuary Amulet in the Small Ornate Lockbox

Description

I am trying to get the Daedric Crescent, but I can't get to Magas Volar because there is not a Daedric Sanctuary Amulet in the small ornate lockbox next to Divayath Fyr in Tel Fyr. Was the amulet placed somewhere else, not included, am I experiencing a bug, or am I an idiot?

The amulet is missing from the lockbox because there's no script attached to it yet, or to the Dremora Lord whom you battle for the Crescent, for that matter. I COC'd to Magas Volar and killed the Dremora Lord (who looks like an Oblivion Dremora) and his Morrowind Dremora servant, fetched the Crescent and COC'd back. The amulet is carried by the Dremora Lord, however, like in Morrowind.

They couldn't get it all properly to work in Morrowind either, I believe. Which is why killing the Dremora Lord warps you back and replaces the amulet with the Crescent.

It seems this feature is yet to be completed.

edit: anyway I could get the coc? I have tried player.coc magasvolar but its not working...maybe need to re-install something?

I believe the command is coc [room formid], since Oblivion uses formids over names. Formids can be looked up with TES Construction Set, but are always hidden by default. These two links should help you a bit:
