Papers gone

Description

At the very beginning of Morrowind, I was able to pick up the papers and talk to the guard to get through the door next to but once I go to the guard at the end that you give that papers to, he was telling me that I need to go back to get the papers because I don't have them.  I checked my inventory and I didn't have them.  I went back and they weren't on the table.  I tried talking to the guy to get a new one but it didn't work.  I'm not sure how to use the console to add it to my inventoy.

Well this certainly is a problem I have never once experienced. Not really sure. It might be because of other mods you might have.

At this point, start over if you have to. I have never heard of anybody else having this problem, and cannot explain it other that to say, as Brutal suggested, maybe you have a conflict... or did something with the papers.
