Quest Flags not appearing as discussable topics for final House Hlaalu Vedam Dren

I've completed every other House Hlaalu quest, including the additional quests from Edryno Arathi and finished my stronghold, but when Vedam starts on the topic of controlling Ordinators, no additional topic comes up in his menu to flag or begin the quest. I hate to post this as a legitimate bug, but after making sure i've talked to all the other councilors, and have been advanced within the house as far as I can manage, this is my last option outside of questID's, which I actually dont know.

As a matter of fact I did, I went through most things I could consider to complete the quest, including;
Talking to Saryoni
Having the Robe
Coming back to both later
Completing any optional previous Hlaalu Quests.
