Sorry, I don't really follow.

You are giving the "Form ID's" of objects, which Oblivion uses but modders typically do not, and I do not know what faction these numbers represent. In these cases it is better to use the "Editor ID" which would be recognizable as "0factMorrowind".

However, when you look at a "Form ID" pay close attention to the first two digits.

Anything starting with "00" means that the object is from Oblivion.esm, NOT Morrowind_ob.esm (this is how Oblivion keeps Mods separate from each other), so of course these objects are not to be found in Morrowind_ob.esm.

Before I can help diagnose ANYTING else from you, I REALLY need a complete "Load Order."

A Load Order can be generated with OBMM or Wrye Bash.

The NPC Class "Merchant" does not, by itself, mean that you can buy/sell things from them.

Now that I think I understand what the problem is, I looked Savile up. In Morrowind she sold slaves. There are no slaves in Oblivion, and no provision for it. This would all need to be handled totally differently than buy/sell. It would need to be done with dialog and/or scripting.

As far as I know, this is not on the agenda to ever be fixed, although I do like the idea of being able to free slaves, even if the price is a bit steep, so when/if I ever get back to it, then I will certainly take a look at Savile.
