Morrowind NPC's in Cyrodiil

I got arrested earlier in Anvil (I promis i didn't do anything) :P

And when i were brought to the castle in Anvil, i saw a npc that should not be there

and a guard in the Imperial Studded Leather Cuirass
but I don't know if thats a bug

I don't know about Nulena Telas, but I can confirm that NPC(It is actually the inpolite guard from the tutorial).
