pay fine and jail break bug?

Whenever a guard claims that i have voileted the law, no matter what i pay them it always ends up with jail sentence. Moreover, jail doors are not locked which leads to jail break and increased bounty and even fatal fights with imperial guards. I've tried for 5 times and it always ended up same.
This was a fresh new start and experienced this only on seyda neen. ( dying for a piece of spoon in the cold hands of imperials... not so fresh start )
I just downloaded morroblivion v40 and most of the recommended mods (%100 correct order installation assured). i don't use any other mods. i'm a beginner for morroblivion and all, i'm sorry for if any inconvenience. This seems like a rather big negative impact on playing experience for morroblivion.

Crime was fixed some time ago, however there was still a bug with jailbreak (vanilla jailbreak script didn't work well with Morrowind's jail design.
