I've completed the quest in Morrowind by killing both the Kagouti but for some reason in Morroblivion despite killing both the quest is stopped because it says I haven't killed them even though I have.

Sorry, this is the one miscellaneous quest I was not able to debug because the scholars had been killed by the Kagouti long before I could even get to them to help, and I didn't have a save game that went back far enough without redoing a whole bunch of other stuff.
This is one of the quests that induced me to eventually make all questgivers that appear in the wilderness essential, because in Oblivion everything moves around and 5th level, unarmed, unarmored NPC's have a tendency to die very quickly out in the wilderness against Kagouti.
So, somebody besides me needs to debug this quest.
