Here are some of my ideas, about clothes for Skywind.

I think, if they are live on the northern Coastline of Vvardenfell, they are must have warm clothing. And I'm added mask for protect from ash, because ashstorm raging around this region almost all the time.

-Clothes of the Zainab Tribe:
I think, the Zainab tribe are rich enough to have a vivid clothes and golden jewelry.

Maybe, more clothes later:)

Why isn't fashion like this in Western society? I know I'd rock these outfits. Keep em coming if you want.

The top ones look very much like what a Hlaalu would wear, and I really love the fishermen. I actually had a dream about fishing in Morrowind (yeah, I get those), and fishermen were wearing very similar clothes. As for Ashlanders... Please leave those to me. Urshilaku are okay, but your Zainab look way too much like something Arab/Persian. When I get back I'll be doing a big series of concepts for ashlanders that will include clothing, clutter and armaments, and I have completely different ideas for those, Zainab especially. Remember, Morrowind ain't Hammerfell. Middle Eastern stuff works only in very, very few cases.
The 5th image is kinda like a traveling merchant, i really like them all.
I know the distinction between the wealthy and a commoner is vibrant colors vs muddy earth ones but id still love to see some colour designs influenced by the color scheme of the landscape with maybe patterns or shapes on the costumes in bolder colors.

Nice. But maybe you need to add some ash (they are too replete with color, maybe you could desaturate it in 25%-40%).
I love the slave clothing. For some reason the thief attire seems too high class. Despite the thieves guild being powerful, if I understand the concept it is not an official armor, but rather for rouge criminals. My suggestion is make it more low-class. Just my thoughts.
One way to do that might be to tatter up all of the cloth elements a bit, and maybe to do away with the buttons along the sides of the middle part in favor of some sort of buckle element or stitching? The buttons going up the middle part make it seem a tad Imperial, but it still could totally work either way. Overall it looks very good though!
I especially love the gloves and belt of the last concept for the slavers.
I really don't think any criminals, organised or not should have an uniform of their own. Isn't it like thieves DON'T want to be recognised? :P
The criminal thing could just be the outfit worn by folks who run the plantations and work as enforcers for Orvas Dren or whoever.
Ashen long cloak will be good.
Ooh, love that rogue outfit! @Dragomir, I don't think it's supposed to be a uniform as such, more of a badass outfit anyone can wear if they wanna show off how bad they are (without wearing armour, that is)--like that Nels Llendo guy, who accosts women south of Pelagiad :P ...and the couple of Cammona Tong people hiding out in the Dren Plantation would probably suit it too. As long as one makes sure that not everyone in the Cammona Tong wears it, you wouldn't know that they're Cammona Tong, they're just badass. And if other people are seen wearing it who are clearly not Cammona Tong then all the better.
Hopefully that makes sense...
About clothes of rogue or criminals... It's not armor, it's just clothes for "bad guy".
We had many kinds of clothes in Morrowind, and I would create something interesting and extraordinary for Skywind.
Well, thanks to scripting we can send undercover camonna tong assassins after the player. I could see this on a stranger with a poisoned dagger and a paralyze spell.

My previous concept art of slaver's clothes was rich and respectable (slavers from Sadrith Mora or Tel Aruhn). This slavers more violently and not respectable. They are might wear the gloves of argonian's skin or necklace of khajiit's fangs.
