Merge certain Morrowind and Oblivion Factions?

Would it be possible to merge certain factions in Morrowind with their Oblivion counterparts? With the exception of the Fighters and mages guilds many are implied to be the same as one another. So it would be like 0Blades with Blades 0DarkBrotherhood with DarkBrotherhood 0Imperiallegion with Imperiallegion
