No-Frills Open Vivec for Morroblivion
Opens up Vivec and moves the Foreign Quarter canton a bit.
This makes no changes other than opening Vivec's cantons and placing the Foreign Quarter into a symmetrical position more akin to the paper map that shipped with Morrowind. No big changes otherwise, no additional lights, signposts, or similar.
