An admiring sponsor hlallu quest will not start (help)

The quest doesn't seem to be working as nileno dorvayn's dialogue options won't start it and crassius himself never mentions anything about sponsorship so i don't know what to do here to fix this. Is there any sort of start quest command? I am currently a kinsman in hlallu.I also did some diving into tes4edit for the quest ID and the quest won't work with the setstage command either.After more investigation i have also found that crassius' dialogue indicates that i have already finished all of his buisness quests even though i haven't and my disposition with him also indicates this.
