Becoming Arch Mage Problem

Okay I did the final quest to become arch mage. I met Trebonius in the arena and I killed him and the quest completed saying I am now the Arch Mage. But where it says all my guild ranks it says im still master wizard :S and to go further edwinna still asks me to talk to trebonius when I talk to her :/

Edit: When I give him the letter it wont advance me either....and when i talk to him after that it just keeps trying to give him the letter over and over :S

Yes, my magic skills are more than qualified (checked several times) what do you mean by last stage? Ive tried several ways that are suppose to be paths to become arch mage and my rank still stays stuck on master wizard even though the quest completes and the quest says im now arch even though the actual rank still says master wizard.
