When I try to enter on Balmora guild location or on second floor of Arkngthand, occurs a game crash to the desktop.
(Here in the official group vk com/tesrenewal, I read that a few people have the same problem, but no patch fixes it)
Is there a solution to this problem?

Done. I Installed ConScribe.dll (From nexusmods) Аnd I tried again to enter in location
But ConScribe Logs folder is empty, except Static Log.log

Post your load order and your obse plugins list.
If you use Oblivion Reloaded try deactivating it, If you use Oblivion Stutter Remover try to disable the Heap Replacer

You are Creating a Lot of Your Own Problems..
Already disabled needless mods - That's not the problem. Balmora guild location still crashing the game.
Take Your Load Order in to TES4Edit and see if you can find the Prob,
You are Using a Lot of Mods to alter NPC ,there some in there that will Effect Morroblivion NPC.
I Use a Cut Down Version of x117Race to Get Rid Of Beautiful People to Stop NPC Changes Solved a Lot of Prob.

While you are in TES4Edit Check Races you are Overwriting Races Files with other Race files.
Disable All the Excess files Keep all Morroblivion files Get Your Game to Work then Start Putting Files Back in till You Crash Your Game.

Just checking ,,you did Right Apply Filter, (don't alter Settings ) when this is done, Right click check for Errors then go through the Error Listing.
I used to experience a crash every time I entered the Balmora Mages Guild, I think around a certain time, or when certain NPCs would draw Morrowind weapons with the damage health enchantment. This was a long time ago, but I think it was ultimately some mod I had modifying magic effects. I wasn't seeing anything in logs that helped. To figure out what was happening, I would type ToggleAI and ToggleCombatAI commands in the console to disable NPC AI and combat AI globally before entering Balmora's Mages GUild. I was then able to enter the cell without a crash. I then enabled AI one at a time for the NPCs and eventually figured out that the Khajiit mage was casting some bound armor spell and it caused the crash. Similar troubleshooting steps helped me identify the weapon being drawn causing the crash, etc. So I then at least knew to start troubleshooting an issue with a specific magic effect.
Maybe you can find out if your crash is due to something NPC related using a similar method?
Well at last, some useful information. Console commands really helped, thank you very much.

Ah! I think that was the exact same cause of my problem too! Unfortunately, I never figured out what prevented Lost Magic from working for me. Like you, I had OBME installed. I ended up just giving up on using Lost Magic and had forgotten about it.

Yeah OBME itself can cause some CTD issue, for reasons I don't know. (For example my game was crashing consistently on the crucible inn in New Shout) Many of these CTDs can be identified by windows event viewer as the "faulty module" field is "OBME.dll"
I really don't know why OBME introduce instabilities in some situations (also with the same load order, configuration,savegame I got very fewer issue in wine)
