Ebonheart Legion fort AI packages need some revision

I'm pretty sure that the Khajiit on the screenshot in the attachment (http://www.uesp.net/wiki/Morrowind:Joshur) should be rotting in his jail room for writing an apparently offensive poem, rather than eating around the table. On the other hand, this person - http://www.uesp.net/wiki/Morrowind:Nedhelorn - is occasionally seen standing in a locked cell, despite being a respectable member of the Legion who committed no crimes.
