Ely's universal voice not working

So I know that OBSE is working as I am getting 2 save files for each save an *.ess and an *.obse file. I've got ely's silent voice in oblivion\data\obse\plugins I've tried both 0.91 and 0.93 just can't seem to get it to work the text just flies by in like a second I am using steam version on windows 10. Any help would be much appreciated thanks.

This is really a question best served for the actual mod page, not Morroblivion. However when you put the Elys_USV.dll and other files into the plugins folder it should work. Not sure why it's not.

I asked here because this forum has a far more active community. There is one question on the mods page that was asked around a year ago with no answer. I also asked on the oblivion reddit like a day and a half ago and didn't get an answer.
