Help

I can't seem to figure out how to get the .ini file to load. When I startup oblivion I can open a new game listen to tyreal septim then the screen goes dark minus the character creation menu. I can design a characer which I cant see, the accept it and themail screen goes dark minus the health/magic/stamina bar and whatever else. I can move and turn and see that I am because of the direction wheel. Then after a few second the screen pops up "Morroblivion. .ini file missing set to default settings" then the screen disappears to this
