I joined House Telvanni, however once I've retrieved the Dwemer Plans from the ruins of (put something unpronounceable here), the quest does not update and the quest giver does not have the dialogue option to advance quest stages. Level 19 Kahjiit, main Oblivion quest about halfway and Shivering Isles complete. Full amber armor with an Ebony shortsword and a bonemold bow. Nothing else except some expected (and annoying) CTDs around a daedric temple.
