Medium Issue: "Suryn Anothes' Slanders" quest

Continuing my Morroblivion playthough...

When I confront this foul-mouthed Ordinator (http://www.uesp.net/wiki/Morrowind:Suryn_Athones%27_Slanders) with his slanders, making him attack me, the whole Justice Office joins in the attack (defending him, I presume, not caring who attacked first), which is not what is supposed to happen.

Needless to say, all Justice Office quickly PWN's me.

(These "Radiant AI" and "in Oblivion, people know how to pass though doors" thingies can, apparently, cause quite a lot of issues with Morrowind quests).

I removed him from the Temple faction and reloaded the save, but the Justice Office people still attacked me. They even did so after I removed him from the default Morrowind faction.

Attempting a solution, I not only kicked Suryn out of the temple faction, but changed his class to Thief. Now the Justice Office helped me deal with him, instead of helping him.

Of course, that's still not ideal, since they really should stay neutral.

So by Morrowind logic you can just march into Ordinator HQ, murder one of them and no one bats an eye?

The Ordinator in question attacks the PC first, though. Doesn't look like the original intention behind this quest was for the player to fight all ordinators in justice hall, starting the Grand Ordinator Bloobath (uespwiki certainly doesn't mention it), rather just resolve an irrational splat.

Yeah, the implications are sort of strange (written better, it would be a questline requiring the player to deal with the Legion-Ordinator fallout from this), but Morrowind has a bunch of rather strange tertiary quests.

And yes, regarding game mechanics, in Morrowind the ordinator being the aggressor apparently prevented anyone else from helping him. In (Morr)oblivion, it doesn't.
