missing morroblivion.ini file even though i have everything

ok so i was really exited to start playing morroblivion. i had gotten everything ready, and started the game. sadly, i discovered that my game wasnt working. it said that i was missing morroblivion.ini even though i had it right there in my load order (morroblivion.esp). i didnt understand and after hours of searching, i still havent found anything that could be causing this problem. attached is my load order as well as some other helpfull things. thank you for your help

It looks like "morroblivion.ini" is not installed in the "Oblivion\Data\ini" directory, but rather the "Oblivion\Data\00 Core\ini" directory.  All those extra folders like "Oblivion\Data\00 Core" and "Oblivion\Data\01 Better Map" should not exist.  Their contents should directly appear inside "Oblivion\Data" rather than as a subfolder.

It also looks like you are trying to manually install the Morroblivion_v064_Complete.7z rather than using Wrye Bash's built-in installer support.  To install it using Wrye Bash's BAIN installer function, just drag and drop the original "Morroblivion_v064_Complete.7z" file from the File Explorer window into Wrye Bash's Installers tab.  It will then display the list of sub-packages which you can check-mark in a middle-right panel.  Once you're done selecting your desired sub-packages, just right-click on the "Morroblivion_v064_Complete.7z" entry in the left panel and select "Install".  Hope this helps!

ok so how exactly would i do all of this because i put the 7z file into wyre bash installers tab in the file explorer and nothing occured when i went to wyre bash or anywhere. also i dont have an ini file directly in oblivion data

You need to install BOTH Master File and Resources to play Morroblivion

Sorry, I don't quite understand your description of what you did but hopefully this image will clarify what I mean by dragging and dropping from the File Explorer to the Wrye Bash window's Installer tab.  I recommend you look at dmdbd1970's guide for more detailed instructions.
