I've gotten less than 10 hours into the game so far, I think, and I've already had two areas where the game consistently crashes over and over. I haven't done much yet, I've talked to Caius to give him his papers, joined the Fighter's Guild, Mage's Guild, and Temple, done one quest for the FG, accepted (but no progress) the Pilgrimage quest at the Temple, and done Ajari or whatever the cat's name is, I've done all her quests (including the Ceramic Bowl optional(?) quest) and I'm in the middle of doing Ranys's first two quests. That's all I've done so far, pretty much. I've included below my current load order in Wyre Bash. I've also downloaded and run TES4LODGen, which didn't fix the issue.
It's the exact same issue that's happened in two areas so far: the first time it happened, I was heading back to Balmora from Lake Amaya/Pelagiad on foot, and it would CTD just as I'm leaving the Foyada Mamaea near Fort Moonmoth. Rebooting Oblivion and my latest save it would consistently crash in that same area every time. The second time, I was on an early Balmora Mage's Guild quest, just finished up getting that dude at Sulipund to join the Guild after also successfully getting Manwe's guild dues at Punabi earlier. I was heading back to Balmora on foot, and it CTD at Punabi. Reloading the latest save, and it consistently crashes right outside the entrance to Punabi no matter how many times I try.
I have general graphics settings set to Medium, most of the Video sliders are halfway to max, or below. All 3 Distant <setting> settings are turned on. The first CTD I was able to fix by fast travelling to Fort Moonmoth from the Foyada. The second CTD was not fixed by fast travelling to Punabi. I did not try fast travelling to Balmora to fix either. The second CTD was fixed by waiting 3 in-game days.
I was hoping to find an alternative solution to this problem other than fast travelling (via world map) or waiting, as both destroy my immersion in roleplaying, and waiting in-game takes what feels like the longest two minutes in the world and I don't want to keep resorting to that method. If I must then I must, but I'd really rather not if the issue can be resolved without breaking immersion.
I'm running it on a new laptop (only just got it less than a week ago), with an Intel Core i5-10300H CPU @ 2.50GHz, 4 cores, 8 logical processors, 7.83GB usable RAM, 64-bit operating system, and the GoG version of Oblivion, running on Windows 10. I think my graphics card is NVIDIA GeForce GTX 1650 Ti.
The clutterbane and cluttermonkey mods below are two mods I made myself, they're very simple mods that just add a single weapon and some simple spells to the game, nothing fancy. A dwarven mace, some shock spells, a shield spell, that sort of thing. I created both using the little CS icon at the bottom of the Wyre Bash application, and added them to my character via console in-game. So real bare bones. I did have the Chargen and Transport mod enabled initially, until I found another thread here concerning Morroblivion CTDs where it was mentioned that it's not compatible with the latest version, or something. So I disabled it and re-ran TES4LODGen, still no luck, other than fast traveling or waiting. I remember when I initially installed and tried to run Morroblivion, it would crash immediately on startup; I resolved that issue by deleting an Oblivion.ini file, I believe, and letting the game create a new one. And my save files don't seem bloated or anything, they're all just above 2Mb in size.

I tried pcb in my broken save immediately after loading in, and I was able to progress past the point where it was consistently crashing.
