I have console commanded passed this and finished the game, but just wanted to report. For Hlaalu, I had the seemingly common bug of no one having Hlaalu Hortator in their dialog choices other than Curio. For Redoran, I had to rescue Varvur from the other manor but I could not make him follow me out. Don't know how common that second one is, or if I missed something, but I tried every dialog option.
