[RESOLVED] Subtitles pass too quickly

In conversation with NPCs the subtitles for the dialogue pass too quickly for me to fully read them. This issue prevents me from reading and understanding the story and everything... Is there any way to lengthen the amount of time that the subtitles show? Or is there a voice acting mod or something that I am missing? As of right now the dialogue is all text with no sound, which would be fine as long as I could read it.
