IIRC, Sellus Gravius should be the person you talk to to start the main questline, after asking about Duties. When I first started my playthrough I forgot to go through this dialog option. Now when I go back to speak to him again he asks for my papers, which he's already taken, and refuses to speak to me until I have them.
Is there a command I can use to either add my papers back into my inventory, or to advance the questline beyond this point?
EDIT: I figured it out finally. In the event anyone else has this particular problem and needs the solution, here are the commands I used;
setstage fbmwMQ01 1 <--- starts the main quest
player.additem 01180140 <--- gives you the package for Caius Cosades
Going straight to Caius Cosades gives the proper dialogue options and allows the quest to continue.

I followed your instructions
I followed your instructions but when talking to Caius, he asks "who told you to report to me". But in the diolog there's not option for who sent me.
I went from oblivion-morrowind, I'm level 31. Messed around with a couple side quest.
Am I missing something, or is there another code to get his fist mission?
