So the title says it all. The condition is curable and I do not transform no mater how long I wait. Was an oblivion vampire before - cured myself.
Dealt with Nerevarine immunity by killing the bald incel dude and retrieving his amulet for myself.

The bald dude is the guy that has problems with ladies and stays outside the mages guild in Ald'ruhn. He sends you to recover the specific amulet on Solstheim. As it was the only enchanted item I know of that can reduce your disease resistance and I've already gave it to him I saw no other option than to kill him with malicious intent :(
His name is Louis Beauchamp but he's not a champ at all.

Okay found it fast enough. Raven Omayn does not give you the vampire quests she is uspposed to. I guess to start one I'd need the QuestID of the Murder Rimintil quest.

Yes, I've found the problem in for Raven Omayn's Vampire quests. The bug likely affects all non-vampire dark elf and mage/sorcerer NPCs which have Vampire quests. I will put it on my todo list to fix the Vampire related dialogs for these NPCs.

Sorry it took me a while to read through all the scripts to understand how Vampirism works in Oblivion and Morroblivion. If you were ever cured of Vampirism (in Oblivion or Morroblivion) then you can not become a Vampire again. Sorry, I don't know who "bald incel dude" is or what amulet you could be talking about. Please post a link to the UESP page of this person.
Regarding fixes: if you were cured of Vampirism in Oblivion, try:
Once you do that, the Morroblivion "becoming a vampire" script should be able to proceed past the cured Vampirism check. Hope this helps.
