Purple artifacts all over the screen

This only started happening recently, and i have no clue what caused it, Nor can i fix it, it occasionally causes CTDs. The artifacts appear to come from the *chests of NPCs, and can be seen through solid objects. If anyone has even the slightest hint of whats going on, please say something. :Edit: So far i have only found it on females in armor. At the moment it is only happening with the Ald Ruhn bonemold armor. ::Edit:: it comes from the Gah-Julan Bonemold chest piece just at the base of the neck, if you kill the guard and remove it, it stops the the purple spikes from appearing.
