Morroblivion

For my great suprise i noticed that you can use the Taunt dialogue from Morrowind and are able to agro the NPC to attack you in latest Morroblivion version. So my question is how can i enable this Dialogue option to all NPC in Oblivion. If someone could give me some guidance i would happily Mod it to my game, and if required i could release it as optional mod. Thanks in advance.
