Does Morroblivion uses skills and the way leveling works from Oblivion or from Morrowind?

I did a quick search and I couldn't find anything. I also didn't see anything in the FAQ either. Basically I am wondering if the skill system (Morrowind had more skills, like Medium Armor), the way skills worked (Morrowind had different perks, and you had 5/5 Major/Minor skills), and the way leveling worked is basically using Oblivion's or Morrowind's. I've never played Morrowind and was hoping I can get a true Morrowind experience this way.
