Scratch the Fallout idea. It would be much simpler to create an apocalyptic Cyrodiil with just the Oblivion engine. Just add guns or crossbows, Dwemor technology, and modernize the armor somewhat. That way it would be more open world.
The Daedra etc. outnumber the humans in this world. The elven races have fled to the Realm of Madness ironically finding a more sane world there. Sheogorath is now a God of reason demonstrating sanity through insanity. All of the Gods abondoned humanity except for Talos and the now turned somewhat 'good' Sheogorath.
Basically the Mythic Dawn opens the gates of Hell 2000 years prior causing the races to use ancient technology to wipe out the invading armies of Daedra and Demons as best they could, at a high cost. Similar to hydrogen bombs but magical. This brought about the end of all eras and a post apocalytic world.
This way I can create the world and tell the story of Vincent in about three months time.
