Skyrim was criticized for how little you could say to Npc's. Oftentimes you could only really say one or two things to them. Morrowind was different; you could ask anyone about lore, or geography, or directions, etc etc...
The thing is; How would a bunch of filthy peasents in some backwater hamlet have any idea about the intricate lore of the Nerevarine? if they did would they have the time to spew out two paragraphs of information?
Im proposing a system. Based on the overall "class" of an npc, they will say different dialogue on the subject. Common folk on farms, or slaves ect will only really have a vague idea of the subject you ask them about, and might even misinform you while important npc's from a more educated background will have lots to tell you.
This way the player will have to dig around for information rather than simply asking the first person they meet.
Here is an example I came up with; the subject is Dagoth Ur.
Average citizen
I dont know much about him, but he's an evil god who spreads corprus,
and makes the blight storms happen. He lives in red mountain behind the ghostfence, but I dont think you should visit him.
Important NPC's (Tribal leaders, wizards, intellectuals, etc..)
Dagoth ur is said to be the leader of the sixth house; he sits atop red mountain served by his corprus beasts, which he creates with his inhuman magic, and spreads through the blight storms. The temple is trying to keep his influence to a minimum, but he effects our lives everyday. Things are getting worse here too. He is becoming more powerful, and more dangerous. Soon the ghostfence will not be enough.

I thought this was already done in Morrowind? Every dialogue that is in Morrowind will be in Skywind.
