Lackluster faction questlines?

One of my biggest problems with Skyrim was that the questlines were often lackluster, due to the radiant quests that involve a lackluster "go there, do such and such, get reward." I was perusing the quest list for the fighters guild in Morrowind, and it looks like every quest is exactly like that. There doesn't seem to be any story, it's as if every quest is just a lackluster "go there, kill it, come back."

I'm wondering if there are any plans to rewrite some quests, and add onto whatever story is available, so the faction questlines are more rich and fun to play?

I have always felt that early quests are meant to be tedious and boring. You're a low-level grunt that nobody really respects yet. Later, as you claw your way up in the ranks, you get to do more interesting things and are trusted with more privileged information. You wouldn't appreciate, say, weeding out corruption with Uncle Crassius if you didn't have to be someone's little delivery boy in order to get that position.

Rewriting the quests entirely would also be a massive undertaking and is why, for example, Tamriel Rebuilt's progress is so slow. They're building MANY Morrowind-length branching quest lines and I applaud and respect them for their effort. But Skywind is not building a new land with new stories, it's recreating Morrowind, which has these things already written.
