I think that it would add an interesting aspect to the Dunmer people and maybe the other races, if new appearances could be implemented. Ear nose and lip piercings, branding, etc. This could make the people more person-like and less robotic. Also new tattoos and war paints might be an interesting aspect as well. Some could be in the character creation menu, others could be cultural and unique to one group of people, say the ash landers for example. This could also be used in quests somehow.
All of the above I think might be worth considering in order to give more character to NPCs.
