Hello, I have some question about skyblivion.
First, can we start a new game and play the oblivion main quest and then go in skyrim and start the main quest of skyrim ? (On the same save with the same character...)
Did the mod requires oblivion game ? If yes, if I have the game in an other langage will the mod be in english or langage of my oblivion game ?

No, you have to have different characters for each game.
Yes, it does require oblivion.
The mod's language is english. So it'll be english.
