1. Is SkyBlivion already released ?
2. If I got SkyBlivion, would I be able to go to Cyrodil and go to Skyrim in the same world ?

Will I be able to complete the skyrim main quest line and skyblivion and travel back and fourth between worlds with the same character.?

You can do that, but it isn't recommended for ethical reasons: as I said in my earlier post, Oblivion takes place 200 years before Skyrim and the Hero of Kvatch isn't the Dragonborn. Not everyone lives forever unless you're Neloth or something.

The one thing about starting in Oblivion and going to Skyrim from a lore perspective is that if the Oblivion character was Dovahkiin, the Amulet of Kings would not slip off his or her neck, and would mean that the Dragonfires could be re-lit through the player's dragon blood.
although, if lore issues are not of concern, I'm sure someone will make a mod for a one character playthrough at some point.

You can only wear the Amulet of Kings if you are a blood relative of Alessia. Someone's Dragonborn might not be. And the 200 gap wouldn't matter if you were an Elf or became a vampire or something.

No, Skyblivion is the remake of Oblivion in the Skyrim engine. The setting of Oblivion is 200 years prior to the events in Skyrim. So you will need two apart games: one for Skyrim and storyline and one for Skyblivion. (short: you won't be able to travel between the two provinces)
