Depends. If the team wants to add some things different than the skyrim engine and more morrowindish friendly then yes they will probably use SKSE. Otherwise if they keep Morrowind just as a new region that uses all the vanilla Skyrim systems (included default scrips) you won't need SKSE.

I don't think we have scripts that use skse at the moment, but should we need it, I don't think we would think twice about it.
Machine said it would be needed for combat music.
So.... I finally hit a point that I can't solve AFAIK without SKSE.... So everyone OK with having SKSE as a requirement for Skywind?
Inevitable, really. I'm fine with it :)
Plus, the Spells of the Third Era mod has the jumping spell but requires SKSE.
Why does it really matter if it's needed or not? It should be the very first thing you download when using mods anyway.
