Pretty sure the closest to dragons are dinosaurs and cliff racers :) This is set in Morrowind 3E remember.
Dragons in Vvardenfell would seriously cause problems. Because NPCs move around unlike Morrowind, they can be picked off by wild animals. Dragons mean that, eventually, you'll be unable to do some sidequests because some NPC that wasn't really needed to be essential before got burned up and now you can't even find the body by the time you need them. Dead NPCs can even be a problem in vanilla Skyrim in this manner.
Also, Skyrim can deal with some dead NPCs by replacing them with equivalent NPCs in a specific order. As far as I know, this hasn't been done in Morroblivion (does Oblivion even have this feature?) and would require quite a bit of work to do extensively in Morroblivion or Skyrim.
Dragons will most likley not be in Skywind because..
1. Lore freaks would have our heads

3. Morrowind's map design isn't designed for Dragon's ai
