This is a real long shot, but maybe we could use the Apocrypha water from the Dragonborn DLC for the swamps around Morrowind?

Vanilla skyrim already has
Vanilla skyrim already has swamps, plus I'm pretty sure if we used that water, it would still have hermaeus mora's tentacles trying to eat you in the water.
