Markers disappear next time I open Creation Kit

I'm working on making bards sing, and for bards to sing they need an xmarker heading, so I add the xmarker heading and link the bard to it, and it all looks fine. However, next time I open up Creation Kit the xmarker has disappeared, simply not there anymore. After I save, if I open up the esp in TESedit it says it's there, but if I open the esp in the Creation Kit it has disappeared. Any ideas on why?

I'm wondering if it's because I had to create a WorldData location for the place and seem unable to finalize that location.
