I want to audition, but I can't find any list of what's remaining and available, in terms of characters. Should I just submit the sample line from the first post of the appropriate thread? I get the impression that everyone else is auditioning for specific roles.

You're on the right track. All races recently had the remaining positions open up. Audition by race is how to do it :)
I too am a new voice actor to this community and I am having the same issue. Also, many of these auditions and threads look to be three years old! Are there still voice over opportunities available?
The stickied race based threads here are where you should audition. We recently processed the last scripts so ALL races have openings. Audition by race and we'll then match you up with a set of characters we feel most lines up with your voicetype.

We've been around for awhile so if you see that the threads have old creation dates th it's because we've been doing this for awhile! Note the recent post dates are all recent. The stickied ones are the threads you want.
