Shut down the mines in Caldera - dialogue bugs

Talking about this quest:

many dialogue conditions for "halt the mines" topics are a mess, which makes the quest make few sense and be unintendedly arcane, with characters who should hint the way to the player, not doing so. Looking at this topic reveals that many lines have contradictory conditions, resulting in them never firing, for instance:

it requires the speaker of the line to be two different npc's at once! Obviously, one of these "equal to" needs to be "equal to/or"

It requires the speaker to be both the Khajiit slave Dahleena and an Imperial. (besides the contradiction, there's already a special line for Dahleena - "Shut down the mines? Dahleena is head of all slaves...", so the equal to = Dahleena condition needs to be removed, same with the "free Dahleena and the slaves..." answer).

I understand your concern it is quite weird to see that does the original game cause it to be so?

Seems in Skywind the condition has been changed to 0dahleena = 0 but I don't even know why it's there to begin with because we have imperialrace = 1, lol. Well they work for Skywind. That's all I know. I don't want to speak for morroblivion since I'm not involved but this looks like a quick patch fix.

Edit: also the first issue, the NPC values should also be 0, not 1 just fyi for anyone patching this.
