I get 15 FPS in morroblivion even with everything turned off and after installing some optimization mods for oblivion in addition to that I get CTDs every 5 minutes if I am running or jumping, it's really annoying, anybody got a solution? I am using all the required things for morroblivion (obse, unofficial patch,etc...) and used legal versions of the game to install it

Get rid of streamline and use oblivion stutter remover instead, you can look at -

for a slightly outdated installation guide with some more fix/stabilizing mods. Just doing that should help out a lot on the crashing though. I use heap 5 with 768, check the guide to see how to set it up.
I would also suggest starting from scratch with your files since a lot of those "optimizers" that you used may have done more harm than good as you saw yourself.
I also use oblivion reloaded 3.4.2 ( the newest seems unstable) for water and you can use it for purge cell buffers too (though I dont use it myself), it takes some setting up in the ini files for it to get just the features you want. If you did that the underwater and pcb esps wouldnt be needed though. Not sure what vacuity is, but everything else seems ok.
