Larrius Varro Dialogue Option for Orders not Appearing when in Uniform

I'm fairly far into the Imperial Legion and have not encountered this problem with anyone else. When I go to Larrius out of uniform the option for "orders" is present, but dialogue is exited immediately after being told to be in uniform. Once I equip the armor, the option for "orders" completely disappears.

I have done the "little favor" quest for him and I have not done any Imperial Legion quests for him.

I installed on a completely fresh download of Oblivion and am running no other mods alongside Morroblivion aside from the ones which came in the download.

Simple solution seems to be console commanding each and every quest, but I have had trouble finding the quest IDs and would prefer to not have to do all that.

Thanks for the help!
