and every list had a esp I didn't have, and can't find.

I think a number of the plugins you mentioned are old and already merged into the main Morroblivion esp.
I don't use Open Cities, so I can't help you there. Usually going to want COBL additions near the bottom of your LO to merge into your Bashed Patch.
