I just started the game, and joined the Thieves guild in Balmora. However, Sugar-Lips is the only NPC that has a "job" dialogue, and when I ask him, he tells me someone is looking for diamonds. After talking to him, no quest is added to my journal.
The main problem though, is that NONE of the other thieves guild members have a "jobs" dialogue, and when I ask them about the Thieves guild, they ask ME if I have any jobs. Also, when I ask about clearing the price on my head, they all say that I've been "expelled from the guild, and we'll talk about that when my name is cleared". But if I ask about joining it, they all tell me "I'm already a member"
So it seems like it's completely impossible for me to do anything for the guild.

After you click the 'job' dialogue, there appears a dialogue option 'diamond' or something else related to that quest, which you can then click and get the quest.
